Debbie Hughes is the Chief Executive of NZDSN, bringing extensive experience in strategic leadership, policy advocacy, and workforce development across the disability and social services sectors. She has led major sector transformations and played a key role in shaping policy and funding decisions through strong partnerships with providers, government agencies, and advocacy groups.

Prior to joining NZDSN, Debbie held senior roles with the Crown Response Unit to the Royal Commission Inquiry into Abuse in Care, Whaikaha – Ministry of Disabled People, Oranga Tamariki, and the Ministry of Education. She also has a clinical background as a qualified Speech-Language Therapist and holds a Master’s in Public Administration.

Debbie is a passionate advocate for the rights of disabled people, grounded in Te Tiriti o Waitangi, the UNCRPD, and the Enabling Good Lives approach. Her leadership is focused on fostering collaboration, innovation, and sustainability to ensure high-quality, equitable services across the sector.
